Why iPhone photos won't open anywhere, and how to fix HEIC

You take a photo on your iPhone, try to attach it to a job application or upload it to a benefits portal, and get some version of "file type not supported." The file is a .HEIC, the format iPhones have saved photos in by default since 2017, and a surprising amount of software out there still doesn't know what to do with it. Here's what HEIC actually is, exactly where it gets rejected, and the honest options for fixing it.
This doesn't mean the photo itself is damaged. It just means whatever you're using to open it was built, or last updated, before HEIC existed on that platform.
What HEIC is
HEIC is Apple's file extension for photos saved in HEIF (High Efficiency Image File Format), an industry standard defined by the same group that standardizes video codecs, not something Apple invented on its own. The compression comes from the same technology behind HEVC (H.265) video, which squeezes a photo down to roughly half the file size of a JPG at a similar visual quality. That matters at iPhone scale: fill an iCloud plan, hit a carrier's limit on picture messages, or run low on storage on the phone itself, and losing half your photo size without a visible quality drop is a real win.
Apple made HEIC the default capture format with iOS 11 in 2017, which is roughly when "why won't this open" started showing up as a common complaint outside Apple's own devices.
Where HEIC fails
The format itself isn't broken anywhere. It's just newer than a lot of the software people still rely on, so support is patchy in a few predictable places.
- Windows, especially older Windows 10 installs, often can't preview or open a .HEIC file at all until you install Microsoft's HEIF and HEVC extensions from the Microsoft Store, and on some machines that HEVC piece used to carry a small fee in the Store.
- Government and job application upload forms, court e-filing portals, and benefits or unemployment sites frequently accept only .jpg, .jpeg, .png, or .pdf by file extension. The form isn't rejecting your photo because of what's in it, it's rejecting the file type before it looks at the content at all.
- Android didn't get built-in HEIF decoding until Android 9 (Pie) in 2018, and not every phone maker's software exposes it cleanly even on newer versions, so an older or budget Android phone can treat an emailed or shared HEIC as unreadable.
- Self-serve photo kiosks at pharmacies and print counters run older embedded software that was never updated for a format that didn't exist when the machine shipped. They tend to either reject the file outright or throw an error partway through the order.
The iPhone setting that fixes it for new photos
Go to Settings, then Camera, then Formats, and switch from "High Efficiency" to "Most Compatible." From that point on, your iPhone saves photos as JPG and video as H.264 straight out of the camera, the same formats practically everything can already open.
This only changes photos you take after switching it. Every HEIC file already sitting in your camera roll stays exactly as it is, and your library will start growing faster since JPG files typically run close to double the size of the equivalent HEIC.
It's a reasonable trade if you upload photos to unpredictable places often and would rather not think about the format again. It does nothing for the backlog of photos you already have sitting on the phone.
Getting your existing photos to convert
Two built-in settings decide whether a photo leaves your iPhone as HEIC or as something else, and they're easy to miss. Under Settings, then Photos, then "Transfer to Mac or PC," the option is either "Automatic," which converts HEIC to JPEG (and HEVC video to H.264) whenever you move photos somewhere that needs it, or "Keep Originals," which leaves the file as native HEIC no matter where it goes. If people keep telling you their file won't open, check that setting first.
AirDrop between two Apple devices usually keeps files as HEIC, since both ends can read it natively. Mail, Messages, and most sharing sheets are less predictable, and whether the recipient ends up with a JPG or a HEIC often depends on the receiving app rather than anything you control from the sending side.
None of that helps with a camera roll full of years-old HEIC photos, and opening them one at a time to save each as a JPG isn't realistic past a handful of files. What happens to your location data when you convert
Every photo your iPhone takes with Location Services turned on carries embedded metadata, including GPS coordinates and details like camera model, lens, and the exact timestamp. That data rides along inside the HEIC file, and it's how apps like Photos build a map of where your pictures were taken.
Converting to another format usually gets rid of it. Rebuilding an image during conversion, whether that happens on a phone, in a desktop app, or in a browser, typically produces a fresh file without the original metadata attached, since re-encoding constructs new image data rather than copying the old file's extra fields along with it.
That's a plus if you're about to post a photo somewhere public and don't want your home address riding along in the file. It's a real loss if you were counting on that geotag later to sort a trip's photos by location, because once the photo is converted, there's no getting that data back from the JPG alone. If location matters to you, do whatever sorting or tagging you need while the photo is still HEIC, before you convert anything.
